Whose voice is not fully heard in this scene? Why do you think this is the case? What is missing? Act 1, Scene 3

This is from Act 1 Scene 3. I have no idea who it is but I am thinking Ophelia? I don't exactly know, please help!

If in voice you mean speech....... the person who is not allowed to voice what needs to be heard by the people they care for..... it would be Ophelia.
