Why do the king and Gertrude not want Hamlet to return to college in Wittenburg?

In my opinion, Claudius and Gertrude want to keep him close where they can keep an eye on him. They see Hamlet's behavior as strange. In addition, the newly married couple undersand that Hamlet's presence at court make them seem as if they're a united front.
