How does Stephen’s fate represent Dickens’ view toward the poor?

Stephen's fate is a tragic one. He is framed for a bank robbery and must disappear under an assumed identity. He ends up dying from falling into a giant hole in the ground. Really Stephen never got a break in life. He was born poor and was destined to die poor. The poor have no rights and are frequently made expendable by people who have greater stature than them.
