Who named Tom Gradgrind the whelp and why?

I'm not sure if a specific character came up with this. Gradgrind's son, Tom is a self-centered "whelp". He uses everyone around him for his own purposes and eventually becomes a thief. A "whelp" is a derogatory term; I think it has something to do with a female dog.
