is Kurtz the victim the victimizer?

I think both but the latter is probably more true. Kurtz fell victim to whatever power the jungle holds on these white men. It is a sort of madness which Marlow feels as he travels into the darkness of the jungle. Kurtz,however, set himself up as a sort of King. He used the natives to get as much ivory as he could so yes he was more a victimizer.
