What does this comment mean?

Sahlberg suggests that schools should share resources and collaborate, so all of them 'have sufficient resources to cope with inequalities that children bring with them to school every day.'

The refers to equity in education. Note, equity in education takes on many forms and definitions, but the main idea is to support all students with the supports and resources they need to achieve, so that all students will benefit and, in turn, succeed.
