Why did the officer stop by the construction site after work? What did he see?

Officer Delinko wants to catch the vandals so he stops by the construction site. The only unusual thing he has seen is a wild man with a red umbrella speaking to Curly. He also sees a strip of green cloth hanging from the fence.
