Why does sally go home with her abusive father?

Sally has a tendency to misbehave when she leaves the house. Her strict upbringing does nothing to stop her from wearing make-up and running around. Her father is completely right to keep an eye on her and completely wrong to abuse her. Had he handled things differently, she might not have had to marry at such a young age.
