Why does this chapter includes listing of people in the neighborhood?

A random discussion about different names- for people, snow, and even clouds leads into a war of words in which the weapon is wit. The elements, such as clouds, are used to personify the people that they know in the neighborhood. Of course these people define the girls as well.
