Explain the context in which Malala states thar, "terror can make people cruel."

In context, this means that fear caused Malala's people to act in ways they never would have acted had they not been terrorized by the actions of both the army and the Taliban. Fear caused the people to turn their backs on Shabana..... equal fear of the army, and the people the army was supposed to defend them against caused enough upheaval that the people became "cruel". The people hardened..... fear evoked survival instincts.
