How dd Malala meet with government officials in each area of the countries?

Malala obviously had obstacles to overcome in trying to schedule meetings with government officials. How did she negotiate these meetings? Did she have people helping her? Did Malala have a list of proposals that she negotiated? Obviously, there wasn't a trial... but was there a form of alternative dispute resolution involved?
