Why did Pakistan ignore the Taliban's influence in the swat valley for so long?

Pakistan had its hands full with the Taliban. Much of their tolerance for the Taliban in the Swat had to do with appeasement. Deals were brokered to gain advantage in other places. Consolidating the Taliban to the geographically isolated Swat Valley seemed preferable to dealing with them through other parts of Pakistan. The Taliban had been successful in manipulating people in the Swat and Pakistan was willing to let Swat alone for a while. I think today the Swat Valley is much different since the Taliban have largely been driven out.
