How does Perry's obession with foreign countries and sunken treasures symbolize his social status as an outcast?

Obviously he does not feel as comfortable in his own country and thinks he might be more comfortable in another place. Beyond that, the sunken treasures are symbolic of things (wealth specifically) that cannot be achieved by the normal American and which most people do not desire.
