He believed he could break her resistance to his advances.
Trujillo was attracted to Minverva, that's why she received special invitations. Minerva, however, wasn't having any of that; she simply wasn't interested. His belief that he could win her over (sexually/ romantically) was the reason he didn't have her killed.
