What is the role of the ER? Why might callers have misperceptions about the role of the ER in their community? What are the possible sources of their ideas?

I’m not an expert on this but often ER's are burdened with taking non-emergency clients. Many people do not have doctors or access to public medicine so ER's are used for routine matters. ER's are open 24 hours a day so they naturally become primary care for a segment of the population.
