Is the person lying on the mattress in the laneway Lonnie?

In the later scenes in the film, Saul sees a familiar-looking person laying on a mattress in a laneway. Is this Loonie? The film does not make it clear if it is or not. How does seeing this person affect Saul? What are the filmmakers trying to say with this short scene?
