Why did they send Krakauer (the writer) a letter from Ronald Franz?
Didn’t Alex send the letter to Ronald not the other way around?

Franz wrote the letter seeking to contact the investigator who's worked on Alex's (Chris') case. He wanted more information, and the article gave him a contact through whom he might get ahold of the information he wanted.
