Why do the language and the text style change when the narrator is watching the eviction in Invisible Man

The text becomes formal in parts and underlined. I think it is giving snippets of this old couple's life and history. It is a little documentary of their lives (and Black America) yet trenched in the ironic tragedy of the situation.
