The comic relief surrounds Cinna the poet being mistaken for one of the conspirators of the same name. When Cinna convinces them he is not a conspirator, the mob vows to kill him for his bad poetry. This scene adds some dark comedy as relief before Caesar comes to the Capitol and the impending assassination.
