How does Shakespeare make the common people appear to be less than noble?

The commoner speaks in prose, whereas the tribunes and nobility are poetic. Shakepeare also inserts conflict between the tribunes and commoners at the triumph, taking the opportunity to name the commoners knaves, blocks and stones. This certainly wasn't a compliment.
