The conflict in Act I is that because Julius Caesar has just defeated his biggest rival, Pompey, he now has too much power. Rome is supposed to be a democracy, with the power divided equally among the aristocrats. The "conspirators" believe that the people will offer Caesar a "kingship," and that Caesar will accept.
