Brutus agrees that Antony can speak only after he, himself, has spoken and explained to the crowds why the assassination of Caesar was necessary. Brutus believes that he will be showing a kind of generosity of spirit by letting Antony speak and that the crowd will admire Brutus for being noble and allowing Antony to speak. All of the conspirators do not agree with this decision, but it is what happens as Antony draws them in to believing that he will pledge his allegiance to Brutus.
