What mood do the two brief scenes at the end of act two help create?

The final two scenes in Act II, provide an enormous amount is tension and foreboding. Everyone knows what is going to happen to Caesar in the Senate, and yet, the audience can't help but to wish that Caesar would pay attention..... and change his fate.
