What does this mean: I have seen wicked men and fools, a great many of both; and I believe they both get paid in the end; but the fools first. From chapters 13-16

Basically this means that both wicked and foolish men get what they deserve in the end. Foolish men, however, are too "stupid" to avoid put off their fate so they get punished first.
