Upon meeting Poor Tom and seeing the condition he is in, King Lear comments that he has neglected the poor in his community, and suggests he may not have been as good a king as he once imagined himself to be. He then disrupts the normal social order and has Tom go into shelter before himself. This shows that King Lear is transitioning from a man of pride, vanity, and selfishness to and open-minded and thoughtful person.
