Harrison Bergeron short story
1) Amendments to the Constitution have made every American is fully equal. Everyone is the same, no one is smarter, better-looking, stronger, or faster than anyone else.
2) George has to wear a radio ear piece. twenty-four hours per day because he is of above-average intelligence. He also carries a 47 pound "handicap bag" locked around his neck.
3) Harriet has no handicap because she is well below the realm of average intelligence.
