what did Mr. Wheeler discover about the sharecroppers being ordered to plow up their cotton

Mr. Wheeler discovered that Granger, Montier, and the rest were double dipping. They were taking money from the government for land that wasn't supposed to be planted and planting anyway. Thus, they were cheating the government and selling cotton that wasn't supposed to have been planted..... they were being paid twice.
