Why is it, as Pi suggests a law of human nature that those who live by the sea are suspicious of swimmers?

I'm not sure Pi alludes specifically to "suspicion" of swimmers, but rather, to their unabandoned love for swimming in the water. People who live near the sea know its dangers, its warning. and its tempestuous nature. They are cautious... the swimmers lack that same cautiousness.
