Marcus realizes that he has to plan something that will come off quickly enough that the DHS can't do anything to stop it, but also gives enough time for lots of people to get there. He wants too many people there to arrest them all, but also wants the press there to watch firsthand what happens. He also needs something media friendly. He winds up organizing a VampMob. He and Ange pack in preparation for leaving the city. The Vampmob has adolescent traits. They get to dress up as vampires, but it is a form of rebellion that has serious repercussions from the state.
