I think the authorities want to break Marcus's spirit to render him incapable of rebellion. This is a tactic used on Winston in George Orwell's 1984, Orwell's masterpiece is an allusion that Little brother is based upon. I think evil and morality are more personal interpretations that your teacher is asking for.
