People become paranoid when they know they are being watched all the time. This is a major theme in Orwell's 1984 which this book is so connected to. Being under surveillance all the time makes Marcus's daily life difficult. Marcus wants to question authority and rebel. Being watched makes doing this incredibly difficult.
