The second paragraph of this chapter uses three words in quotation marks: “reporting,” “riot,” and “rioters.” What is the intent of using quotation marks for these words?

The next morning National Public Radio is running reports, video, and pictures of the riots from the rioters' point of view. They report these images have been found on Xnet, an Internet connection that the reporters say is used by students and Al Qaeda sympathizers in the Bay area. Marcus' parents ask him if he uses the Xnet. Marcus says he does for games. His father tells him to stop using it. I think the quotations are meant to make the rioters look like they are agitators and put them in a bad light.
