I think she is if you look at her overall pattern through the story. Jo is a writer and a tomboy. Jo is modeled after Louisa May Alcott herself. She famously cuts and sells her hair to help her sick father. She is angry that she can't fight in the Civil War alongside her father. She does many "boy-like" things as burning her dress, use "unladylike" language and is opinionated. She even shortens her name to the more masculine Jo instead of Josephine. It is also quite funny when she refers to Laurie as "my dear fellow."
