Jack has set himself up as king or even demi-god. He rules with impunity and the boys generally do his bidding. Most of the boys want to be told what to do in exchange for the illusion of safety and protection. Still, most dictatorships tend to have a short shelf life. There are clues here and there that Jack's dictatorship depends on circumstances that can easily change.
