Jack and Roger are both sociopaths. Jack has Wilfred tied up so they can whip him simply to perform the act of torture. The thin line separating Roger from civilization and abandoned violence has disappeared. There is a very telling scene in chapter 11. Roger is pretty much Jack's "muscle". Jack admonishes Roger and Roger just misses pushing Jack. Roger, though not a leader, does not like being told what to do. Eventually Roger will turn on Jack and Jack's rule will be over. The boys will kill each other off.
