Jack puts forth the idea that they must have lots of rules. The punishment will be physical, thus, foreshadowing the violence that will come.

“We’ll have rules!” he cried excitedly. “Lots of rules! Then when anyone breaks ’em–”

“Whee–oh!”

“Wacco!”

“Bong!”

“Doink!”
