The Littluns are plagued with nightmares. The beastie is the only way they can comprehend their fears. For Jack, I think the concept of a beast is manifested through his paranoia. He feels something is watching him. It is not until later that Jack uses the beast as a bargaining chip to instill fear and control the boys.
