The beast continues to remain a motif of fright and chaos throughout the story. The beast shows up in varying forms to add credence to the boys' collective imaginary fears. Jack is able to use the beast as leverage to consolidate his power. The boys gravitate towards Jack and his claims to protect them from the beast as opposed to Ralph's insistence that the beast can't be real. As to your second query, I think you might be referring to Maurice when the boys perform a “mock” hunt on him.
