Initially, the conch symbolizes authority and rules. Like all rules, the rules on the island were often disregarded, but they were never completely ignored or challenged by dissenters. In Chapter Eleven, the conch is completely ignored, as are rules the group put in place at the beginning of the story. When Jack and the hunters defy the authority of the conch, Ralph loses all power as leader.
