Ralph displays the qualities of a responsible leader. Unfortunately the boys don't want a responsible leader; they want a dictator to tell them what to do. They want a forceful personality to control them under the guise of having "fun". For all Ralph's democratic qualities, he is unable to manipulate the boys as effectively as Jack. At many points in the novel Ralph attempts to keep control,
“All this I meant to say. Now I’ve said it. You voted me for chief. Now you do what I say.”
They quieted, slowly, and at last were seated again. Ralph dropped down and spoke in his ordinary voice.
Unfortunately Jack offers the kids more than rhetoric. He offers them Violence, fear,protection and fun. Ralph can't compete with that.
