How has the idea of civilization shifted from Chapter 1 to Chapter 2?

Chapter 1 begins with the beginnings of a democracy. Although democracy seems like a game, the children still have meetings and they still try to form a rudimentary society. By chapter 2, most of the boys are losing sense of discipline and concentration. They run up the mountain to make a signal fire and create a massive inferno that burns the top of the island.
