What is it about Jack that allows him to become the leader of the hunters? How does their behavior become increasingly savage? In what ways are they like an army of child soldiers?

Jack has no scruples and thwarts the rules whenever possible. In this type of situation (actually many kinds of situations), the boys gravitate toward being able to do what they please. They see themselves as free of the societal constraints of parents and authority figures and embrace pushing the envelope. As time goes on, the rules become less and less important, and the boys become increasingly more violent. Nothing is sacred, not even the life of another survivor.
