Jack is the leader of the choir. In his eyes he can sing "C" sharp which qualifies him as leader. In a broader context, Jack feels he is superior to all the boys on the island. He really wants control of a group of boys to exert his will. Ralph gave Jack leadership over the choir to appease Jack's anger for loosing the election for chief.
