Basically when the boys have turned into a raving band savages, Ralph misses adults. Jack has consistently manipulated the boys into a savage existence where order and responsibility are systematically destroyed. Ralph's longing for adults happens at various times through the story. I think he keenly feels it when, after a ship passes, Jack so easily turns the boys against him. Ralph feels his rule slipping away despite doing all the right things, all the adult things.
