In order for Ralph to retain control, he needs to have the other boys on the island trust and believe in him. This quote comes directly from Chapter Two, at a time where Ralph and Jack are bickering over what is going on, and who is in control. The Littluns fear of the beast, and Jack's assurance that he can hunt it down and destroy it make them feel safe. Thus breaking down some of the loyalty and trust Ralph has attained.
