Were the group of boys excited to have rules?

Most of them were so they could enforce them, especially Jack.

But why?

Jack was excited about imposing his will and violently punishing boys that broke the rules. Of course Jack didn't feel he would be subjected to the same rules, he just liked the violence part of enforcing them.
