What current event can you associate with the theme of Chapter 2?

Chapter 2 has the early makings of an attempt to form a democracy. Ralph tries to introduce rules for order. Every boy should have a chance to speak, discuss...I think establishing a democratic government in a country that has never had one might be an example. Take, for example, Afghanistan where democracy is being tried with very mixed results. Ralph's attempt at this also meets with mixed results.
