What does the Lord of the Flies mean when he says to Simon, "I'm part of you... I'm the reason why it's no go... why things are the way they are."?

The Lord of the Flies is infering that he is the evil, savage, and uncivilized part of every human being..... that we all have the capacity to follow our base emotions rather than our sense of morality.
