I do not think we can call the criticism one of modern society per se. However, when the story was written, he was perhaps criticizing the very base nature of mankind, a way of looking at people everywhere and every place. Modern society can quickly fall away from the rules and begin to live in a more primitive way; Golding's real criticism is that men has a certain nature which quickly emerges when rules and guidelines are taken away.

Hey was saying that humans adapt to their enviorment and the circumestances shape the way of who they are.
