What is Piggy’s radical idea concerning the fire?

Piggy suggests to Ralph that the boys make a fire on the beach rather than on a mountaintop. Besides being an alternate way towards possibly being rescued, it seems that this idea is more importantly for the sake of cheering Ralph up and convincing him that they no longer need Jack.
